Q: Can it be mounted on a light box?

The mounting is for the top of a stand. The flags included are not very high quality. I think you should consider something like "Neewer 2 PCS Photo Studio Heavy Duty Metal Clamp Holder with 5/8" Light Stand Attachment for Reflector" or if the light box is made of material (no solid edge to attach clamp, you'll need a different solution. perhaps gaffer tape. The panel set is small - advertises as 20"X28". Color balance may also be a problem

Q: Can the arm be adjusted on the mount, so that the entire arm extends only on one side?

Yes, but from experience I don’t recommend doing that. This is a light weight boom arm which needs a counterweight. A balanced boom arm is easy to move. An unbalanced arm is difficult to move.
