Does it have to be waxed before using?

No, I didn't wax it and it worked great.

Is this good for a 13 year old as a beginner

Yea that is exactly who I bought it for

How many pounds can it hold

My son is 110 with no issues, my step daughter is 135 and I don’t think she would have any issues on it.
