Yes it does, a micro usb power adapter is included.

Q: is this compatible with Xfinity?

If you're trying to use it with Xfinity gigabit service (or really anything above 200Mbps or a large number of devices), I'd say no. If you have service <200 Mbps, it should work with Xfinity modem without issues.

Q: is there a software update for this router?

Yes. The hAP Mini has an SMIPS processor. While it's not exactly new, MikroTik still releases updates for the SMIPS devices. As of this post, v7.2.3 was available on their website. I should note that these things don't have much memory, meaning there might be enough space to update the OS if you have a custom configuration. If you run into that issue, backup your config using "export file=filename" from the terminal, reset config, then update. After updating, import the exported config.

Q: Can this be plugged into a multi port switch on a 10.10.10.X network and be used to connect an iPad to that network?

Yes. If it's behind an established network you would maybe want to just set it up as a bridge rather than a router, but it's definitely capable of extending your switched network wirelessly to an iPad.
