Q: Hi i measure 3.5 but i have wide feet should i get a size bigger

I am a 'regular' width 5,5 to 6 UK and bought size 6UK which fits me very comfortably with plenty of wiggle room for the entire front half of my feet even with thick thermal socks on. As an added note, they are the most comfortable boots I have bought in a long time, surpassing brands like Clarks Original and on par with broken in Timberland (lighter) leather boots from a comfort level - obviously the leather is different, these boots are more 'refined' in the leather texture.

Q: Can they be re-heeled at he cobblers

Haven't had to have re-heeled yet, but the Cobbler may be able to stick the heel. Maybe a question for your local Cobbler.
