Why did I only get two wrenches?

It is only 2 wrenches. One slides into the other. I have this set and use them daily. One of the best purchases I have made for plumbing work.

What size is open end and length

There are 2 open ends. One is a basic 12 point 1/2" wrench. The other is a combination 9/16" & 15/16" square wrenches. Tool screwed together is 1' long but you can make it 2 pieces; one 1' long, the other is 8" long. It seats inside handle of longer wrench.

How do you use this tool on a straight valve

You COULD remove the stem, but it seems like an extra step when you can use pliers or a wrench with it to hold the valve while you tighten the nut. Most plumbers I’ve known do that. A crescent wrench to the valve body won’t scratch the finish.

Is this a “Bait and Switch”?

Ok have this tool. There is no bait and switch. It is 2 wrenches,but one slides and screws together with the other. And the side that screws into the other is good for putting in the valve outlet side on angle stops to hold in place while attaching valve to water supply.
