Have they got around to fitting TSA locks onto this case?

The sliding latches on this case are lockable, but the key is not a TSA approved design. You would have to add a latch mechanism which could be locked with a readily available TSA lock. Or as an alternative, there are wrap around belts that have a TSA type code combination/key latch. Our velcro straps are only there to prevent the case from popping open when TSA is done inspecting it and doesn't properly close it up, since the bike no longer fits and they have no time to jiggle it around and make it fit.

Are the built-in locks TSA compliant?

The built-in locks are not TSA locks. You should leave the case unlocked during flight. If you want to have a TSA lock, buy one of the special wrap-around belts that has a TSA buckle on it. There is also no place on these latches to add a small TSA padlock, since they are low-profile, sliding design type.
