Can I use this gauge to check tire pressure while airing up too?

Technically you could, but it would be a pain because this tool has to screw onto the valve, and then unscrew and remove the valve core before it will read the psi. So it's not a practical tool for a quick psi check. It is specifically designed for quickly and accurately deflating a tire to a specific psi.

will this gauge read down to 2 psi?

It will but how accurate I don't know I would look for a good low pressure liquid filled gauge for that purpose

there is no real video to show how it works. But there are direction that are very specific. If you follow them exactly this tool will work very good.

Beats me, most likely China, but ARB kit is about the same. I've used both. No issues for me!
