Can I pour this in my fuel tank and run the car

No, Chem Dip is not that kind of chemical. IF you are looking to clean the fuel system use either SEA FOAM or Chevron Techron Injector cleaner. Follow the instructions on the label.

Can you put this into your car oil crankcase

No way. It will thin out any oil and that will lead to destroying the bearings and collapse the hydraulic lifters.

After soaking a carburetor and its metal parts, do I need to rinse them off with something before reassembling? If so, what can I use as a rinse?

Yes you need to rinse the carb. The chem dip is water soluable, so just rinse it with water and dry with compressed air.

Did this come with the 5 gal bucket and part basket? (berryman® chem-dip® professional parts cleaner, 1 gallon can (replenisher for part # 0905))

no, it came in one gallon can. If u want something that works buy Gunk Hydroseal, It works much better comes in 2 gallon bucket with basket.
