Will this build muscle around the wrist and forearm muscle too?

There is nothing that builds muscle around the wrist.  The only possibility is for it to strengthen the tendons and ligament inside the wrist between the bone.  I'm a pro arm wrestler and the wrist is the one body part that measures the same no matter what you do.  But the wrist can get stronger of course.  The forearm can enlarge of course

It didn't come with instructions.  How do I adjust it to the easiest position and then how do I use it?

This particular exerciser for your wrist does not really adjust.  At first you might find that you can hardly move it but as you use it more you should be able to do some "reps".  Hold the exerciser with the curved part closest to your body.  Insert your hand between the curved part and the bar in the middle until the middle bar is at your wrist.  Flex your hand back to grasp the top, straight bar.  You might need to use your other hand to help pull that far down so that you can get your fingers around it.  Then just do your best to curl your hand inward.  The middle bar should be across the top of your wrist.
