Does exterior get hot?

I’ve used for only a few days, and have only used water, but there are spots on the inside bottom that look like mold. What is this?

I would clean as recommended by manufacturer especially if you have hard water in your area. Hard water forms debri in your pot.

Is there a minimum amount of water that you can heat in it?

I would put enough water to cover the red element you can see thru the clear window.
