it means cut and sifted. It is generally better to buy buy cut and sifted bulk herbs over powdered as it often retains the volatile oils in herbs. It is like the rough herb they get when they pick it. Also, in storage whole and cut and sifted herbs hold their active constituents better than powdered herbs do.
