I just received my owl and its head spins around 360 degrees in the wind. Is that right or is it broken?

The head is designed to spin freely 360 degrees. It's not broken.

Can this be mounted on top of a metal fence post- the type that has a domed cap on the post top?

There are a couple locations on each side where you can use screws to attach it, however I don’t recommend that. You want to move it around so unless you screw it to something moveable, I suggest removing the plastic cap from the bottom and mounting to a pole. Personally, I had some PVC tubing and mounted it on top of that so I can attach the tube/pipe to anything and move it around.

Is the solar cell on the head?

No. The head rotates 360 degrees based upon the wind. We have 4 of them, and usually all 4 heads are in the same direction.

Does this help keep hawks away from chickens?

It did help u but u have to move the owl to a different location every couple of weeks! The head moves a fair amount which we think worked.
