Can this be used on scalp?

what is safe for your skin is safe for your hair. Collagen is important for hair follicles to continue to grow hair. I would add some peppermint oil and rosemary oil to this and rub into scalp, both oils will boost the effect of this serum and studies have shown them to stimulate hair growth.

Directions for elastalift collagen say to "follow with moisturizer." is that necessary? seems like you shouldn't need to add another layer

Yes although this serum is moisturizing, I let it dry and follow it with my moisturizer which works really well on my dry and sensitive skin.
