It's very fine potato starch and the consistency would be weird if you tried to make potatoes from it. More like a paste. If you want a really pure instant mashed potatoes, try Honest Earth All Natural Creamy Mash. Purest ones that I've found.

What country do the potatoes come from?

I'm not sure, but I've always known one variety of potatoes as Irish potatoes. Don't now if that means anything.
