Can a 14 year old use this ?

Obviously, it depends on the size and weight of the 14-year-old but my 10-year-old would not be able to ride it anymore. And when he was eight or nine, the pedals had reached the limit for his height.

Is this good in sand and gravel

No. Concrete only. Maybe grass but I wouldn’t recommend doing it.

My daughter is 8 and 42 I ches y’all will she be too big for it?

No and she'll love it if she's an active child. My 7 year old grandson has ridden ours ALL over campgrounds at Myrtle beach, for miles!
