Q: Is it see through? I just bought a capezio that you can see somewhat through it.

Kind of. If I wore a bra with a pattern underneath it would be noticeable. But I used it under other clothes, so it didn't bother me.

Q: Does this have a shelf bra?

I don't think so. My daughter still has to wear her bra.

Q: What skin tone does it match with?

Very pale skin, and even then, it has sort of a yellowish tint to it. The quality is not very good though and I would look elsewhere for a leotard.
