The unit is functioning as expected. However, after it's use more, the unit cause computer to crash, when turning the on/Off a few time, the program hang up on the write command. i know this question is old, but other people might be having the same problem. 
I had the same problem after so much iteration of write. what i did was clear the cache. the memory can only hold so much write before it hangs. I clear the cache before every write. it worked for me

Do they provide a tool to control the board through command line?

You can download a sample tool from them which controls it via gui.  I never saw a command line tool.  It wasnt hard to integrate their commands into my own platform so a basic coder could probably make you a command line tool.

Can this be used to give nc / no contacts?

I'm not sure of your question. This card has eight relays. Each relay has three screw clamp terminals where one is normally open, one is normally closed and the last is the common. So you can wire your device(s) to any or all relays in either normally open or closed position as you like. I hope this clarifies things.

You would need it connected to a computer. This unit does not have any sort of programmable timers or states. It is more or less a light switch you control via a computer button.
