Q: does it fit a 17" laptop(HP)?

The LapDome dimensions are 18 x 18 x 16 inches so measure your laptop and as long as the width doesn't exceed 18 inches you should be good.

Q: Is this compatible with Tether Tools Aero table?

That product appears to be a stand, so yes - you could set LapDome on the Tether Tools Aero Table and put your laptop inside LapDome to protect it from the elements. All cables would be organized and exit the LapDome in the opening in the back. Hope this helps!

Q: Has anyone tried using this in the car (as a passenger)?

I also use it when taking my dog to the beach, and it works great in a little BMW Z4. Naturally if you leave them in the call alone all the rules about leaving an animal in a car apply. (never leave them in a car with the windows all rolled up, or when temperatures are above 75 or below 60 deg F, keep water in the car that they can drink, etc.

Q: Does this item blow around on a breezy upper deck with a laptop inside? What is the fabric that it is made of?

Since the laptop sits in the dome, it weighs it down and will not blow away. The dome is a "vinyl-like" fabric or almost what a windbreaker jacket would be made of. By itself it would blow away on a windy day... but with a laptop in it, it can't. Hope that helps.
