Does this case fall below the oversized baggage requirement where the airlines charge $200 extra?

I e traveled with it several times and each time it’s been marked “over sized”…but Southwest doesn’t charge extra for that either.

There are no inside dividers. There are inside side pockets to store slim items.

I bought & returned this case bc the zipper could barely get around the corners and might break. Was this a one-off issue, or a common defect?
