I'm looking for paper that's not glossy, and would be good to write on with pencil. Would this paper be that?

This paper is not glossy at all. You can easily write on it with anything, watercolors, a pencil, crayons, etc. I use it to shred into paper strips for paper quilling. And it makes great printer paper too. There is nothing 'glossy' about this. It is high quality paper.

I have an hp laserjet, how good pdf with images come out on this paper?

23 lb paper is the second thickest typing paper and works better than the 20 lb when it's necessary to print on both sides of the sheet. The lighter paper isn't thick enough and can get jammed when printers pull it up from the tray. it seems to only be available by the case, about 5 reams, but at least then you'll be well supplied.

We are making a flyer on an inkjet printer at best quality. We need to print on both sides. Would this paper be ok for this purpose?

No. I bought it for the same purpose and there was show-through. I will need to buy heavier paper.

Can I use this to custom chip bags

I do not know what a custom chip bag is? If you are talking about making labels with the paper I am sure you can print labels with with the paper.
