Is this marker permanent?

First off, it's not a marker, but rather a tube of paint. Secondly, it's probably as permanent as any paint.

Do these require blacklights?

No, these do not require black lights. Exposure to sunlight or lightbulbs will cause the ink to glow in the dark. Be aware these are not felt-tipped markers; they are paint tubes that need to be squeezed to release the substance while drawing or writing.

Would this work for hands on a clock to see at night?

I don't see why not. Keep in mind that this is basically a tube of paint and NOT a "pen." You will likely want to use a brush or something to smooth it over.

Will these work on plastic surfaces?

It isn't really a marker, which was what I was expecting. It's more like a glow in the dark glue. My 5 yr old daughter loves glitter glue, and it's kind of like that.
