Will this work with smaller size tv like 40” flat tv?

I don't see why not. I have mounted a lot of TVs on walls before and the mounting approach is very similar with this. There are a variety of mounting options included, but the one i chose is the same i have used to mount a 40, 55, 60, and 72 inch TV on wall. Essentially to brackets that attach to the back of the TV vertically with M6 bolts. Everything is included

Is there a way to mount a soundbar to this cart as well?

Dear customer, thank you for the question and interested in our product. If the soundbar is not too heavy, you could put it on the shelf.
