Q: So does it or does it not fit regular 13-14" needles?

No it doesn't. Only fits 10"-11" My needles are 10" & 11". For 13"&14" you need a longer one.

Q: will this hold a small pair of scissors? 1-3/4in wide x 3-3/4in long /// 4.5cm wide x 9.5cm long.

Your scissor is too wide for the box. I put my little scissor-1 1/2” wide in box too tight. So I bought Joy Family Yarn scissors that fit in the box better.

Q: about how many sets of needles will it hold?

If your needle is between 10-11" it can hold 12 needles. If it regular sizes it can hold 3-4 set of needles & more in each column. It maintain my needles organized. A 100% recomended. Don't think twice....! :-)Virgen María a happy & loyalty custumer.
