I can't say for certain, but the holes for the flowers and the leaves look about the same size to me.

I presented this to our granddaughters and both are enjoying it. There are no pots. It’s a whole line of plastic which is a make believe garden way where the plastic flowers can be designed and “planted.” It allows the child to be creative in terms of color and shape of the “garden.”
