Q: Can you mix this with isopropyl alcohol to clean bidet nozzle attached to toilet seat?

I clean it with vinegar. As far as attaching it to the toilet seat…I am not really sure how that is going to be possible. That would be like attaching a soda bottle to your toilet seat. I guess if you figured out a way to do that, then alright. But it’s just a portable personal device.

Q: Do you have to wipe after using this? How do you get rid of the excess water left behind?

It leaves you wet so a wipe with a tissue or cloth will dry you off. If you don't mind being a bit damp then don't bother.

Q: Can you fill this with perineal cleanser instead of water?

this unit is for the outside of your body, not the inside of anything. You have to use another product for that. Plus it’s wouldn’t be a pleasant insertion. You might want to research bidet. It’s like a toilet paper replacement. It’s not for keeping you in the bathroom for a long time.
