Q: How much of a gap can this cover? The floor is dropping. One side of the door is 1 1/2 inches and the other side is 1/2 inch

No, this will not work with a large gap as you described. To the best of my knowledge it works on approximately a 3/8” gap.

Q: will this item surface mount?

Yes, it does surface mount at the bottom of the door. It is very easy too mount to the door.

Q: Can the door sweep be mounted on the door exterior to prevent rain from coming in under the door?

If you put a piece of wood or Azek with an angle (45 for example) on top of the bar, the water would not accumulate and you would have a great product on your door.
