We did add some water to make the paint go on easier.

Are the stencils reusable?

The stencils are actually stickers . You can reuse them if you are super careful with sticking them back after you use them.

Does this set comes with a cover?

There is just a plastic cover that is over the makeup. It just lays on top. Hopefully that helps.
