what is an open toe for on compression socks?

I watched a nurse put on open toe compression socks on my Mom. She used a small Ziplock bag with the end cut off, rolled up the sock with the Ziplock bag in the toe area, and "slid" it onto her leg, then removed the Ziplock bag. Just a helpful tip if you are struggling to get them over a person's foot!

Is the medium size a 12 tov12 1/2 inch size

They come up to, not over my knees. I am 5’6. Very comfy to me. Hope this helps.
