Can this be used without being attached to the hot shoe?

Unfortunately it has to be used on a hot shoe mount. There is no other configuration unless you buy some sort of adapter to use instead if the hot shoe mount

How far can you be from the subject? I shoot from 6-7 ft away, is it powerful enough to reach?

Yes it is. It is really very bright.

Is this too bright on minimum to be used on a screen to illuminate a video conference?

It's very bright. For close shots, too bright. I no longer use it for our podcast shows--even at the lowest setting it's too hot
