Yes but its nit recomended for law issues depending on the county and state always check with your local state law and rules for any modifications on window film

Q: Can you use this to tint glasses?

Probably. I tinted some smaller led security lights.

Q: Could this be used to color clear rope light?

Yes, however it could be difficult to cut to size and attach.

Q: Can I apply this without a heat gun?

I had to use a heat gun to pull the wrap in around corners and to get rid of the small bubbles. Check with your state my wife just got pulled over and they gave her a hard time about it. Written warning.
