Q: Can you glue a paper sheet onto the claybord surface?

It looks to me as it could easily be adhearable because it has some porosity but why would you cover/mar a great painting surface?

Q: Can these be used for encaustic art?

Absolutely! I have actually combined watercolor and encaustic on these boards.

Q: are there 3 in a pack?

ONE panel only unfortunately. Art is expensive here and everywhere but maybe look for better price in one of the discount craft/art shops and keep an eye 👁 out for deals. I thought I might try this with alcohol ink but will stick with Yupo for now. Happy hunting!
