Q: Is there a sealable lid under the plastic cap on the container? Is it air-tight enough to keep unused product at least for a short period?

It has a plastic snap-on lid that is not air tight. I used about 1/2 the can to seal a leaking gutter. About 3 months later I tried to use remainder and it was hard like rubber. Might be able to salvage leftovers if you dip the can in wax. Great stuff, but plan on using all the contents at once.

Q: is there a similar product that can be used on the middle of a rake handle or a shovel handel?

Don't know of any other off-the-shelf product that would work in the middle of a long handle. However, you could get creative with a half section of PVC that you could lay the handle in and pour or brush on the dip, just enough to keep it from running out of the PVC. This product is very thick, and it dries fairly quickly. I like your idea of putting it in the middle of a long handle; I'll give this a try on some of my long-handled tools. END

Q: How do I know how much to purchase? I have a wheelbarrow with metal handles and want to do 3 coats on each handle approx. 2.5" round & hollow.

One can should do it. I'm assuming that you're going to block off the inside of the handles and not trying to coat the inside. Be sure to do it in a warm place so it will dry.

Q: Can I use this with lab tongs - Will it survive an autoclave?

I like this product but have not used it on items requiring Autoclaving. I would assume it would not be a good fit for your application. A call to the manufacturer's customer support line would be recommended.
