Q: Does this cable require specific patch panels, keystones or punchdown tool?

Size of wires are 23AWG. Your patch panels, keystone jacks and tools must be able to accept 23AWG wires. You can also find outer diameter in the specs which is included in the image collaection

Q: The spec sheet shows fast-e, is this capable of gig-e? if not is there a gel filled, outdoor, uv resistant, direct burial cat6a version?

This cable has not been certified as cat6a, but it is tested up to 550Mhz which is more than the range cat6a specifies. In comparison cat6 cables are tested to 250Mhz. We do not have a cat6a gel filled outdoor cable to offer. You can consider 069-565/A/CMXT as a dual jacket cat6a version. It is not gel filled.

Q: Would this cable be suitable for laying across the bottom of a lake?

Hello, Unfortunately, this cable is not suitable for underwater applications. Direct burial cables are meant to buried under ground where there is occasional moisture.

Q: can this cable be direct buried without any conduit ?

What's the point of direct burial cable if you recommend running conduit? If you run conduit then just use normal Cat6 cable! Seems if you bury it deep enough it should be fine.
