Will this still work if it raining on it? When it rains my front step gets soaking wet

If it’s raining a lot. I don’t think it will work. It shouldn’t be left out in the elements since you want to use when you return from either the rain, snow, etc.

Can I remove the wet mat permanently and just fill that empty space with disinfectant?

Yes you can, I wouldn't buy this mat. It didn't serve us well. The inserts always came out when we wiped our feet and it moved all around. It was smaller than I thought too. I used it for a while and ended up throwing it away.

How long does the wet side stay wet? Do you have to pour solution in it every day?

Thank you for your question. It will depend on your particular climate and if the mat is located indoor or outdoor but typically the wet side stays wet for a prolonged period of time and it is not required to add solution daily.
