Yes, otherwise it cannot be effective. You just have to put the cover over the mattress like putting a sock over your foot. Zip it up nice and tight and then make up the bed as usual.

I am looking for a cover for a 2" Millard mattress topper. I use it on an air mattress in a camper. Will this be too deep?

I also got it for a mattress in a camper and it is too deep but I would not let that stop you. I just gathered the extra fabric and tucked it under.
