it doesn't say on the scissors, and i threw out the packaging. The company AQUEENLY is in Pennsylvania but they handle a HUGE inventory of wildly different products so I suspect their products are made outside the U.S. mostly. I think these could be from China. They are pretty well made. You could ask AQUEENLY and see if you get a straight answer. They may have shifted sources away from China now. They probably import from a number of countries.
