The chef is a doll and he does have legs.

Chef is 3.5" and the table is about 4" long and 2" wide. All the pieces are separate. My husband got a kick out of it :)

No, there are no electronics in this action figure. You'll have to do your best Swedish Chef voice all on your own. :-)

What material are the figures made from? Are they breakable?

These figures are made of plastic with some rubbery parts. The more bulky figures like Chef are sturdier than the smaller figures like Kermit.
