I would use it over any paint or stain. You may want to check the directions on the paint since it may already have wood sealant and protection, but an extra coat of Thompsons would probably add some additional protection. Make sure the paint is completely dry before using the Thompsons.

Does this work on fabric, such as canvas and cotton or nylon?

The label specifically says: Do not use on asphalt, plastic, natuarl rubber or FABRIC, or on painted or recently stained surfaces. It is for wood, concrete, and brick.

I need to weather proof a paper attached to outdoor posting signs. Will this work for me?

This should work well as a lot of mariners use it to waterproof their maps when boating. I would put at least 3 coats on, with a drying time of 1 hour between each coat.

It says it can be used on Any porus surface. Will it work on Field Jacket and Field Pants ????

I would use Scotchgard Heavy Duty Watershield for fabrics on those. It worked on my friend's well-used tent, she'd used it before camping with her grandkids at the lake and it rained.
