Does only one skate supposed to have a brake?

Yes, most all inline skates have only one brake.

Is there a way to turn off the light up wheels?

No, they are motion activated. You'd have to swap wheels completely.

When I was growing up, rollerblades came with brakes on both sides. Are there brakes I can purchase for the other side?

I’m sure you could buy just the break from the manufacture because u can move the brake to the opposite side
