Why would my unit indicate a need to change filter after less than a month of use?

Each time you put in a new filter you'll need to press and hold the filter button on the control panel for 10 seconds to reset the red iight back to green. So, you my just need to reset that filter light.

Does the replacement filter come with a new pre-filter?

Te filter has a thin layer on top of the main filter that you can remove and vacuum other for longer use I have two Shizu pups and I am amazed at the things the filter catches that you can’t see with naked eyes I have one in my den and another in my bedroom We Love ours

My replacement filter arrived without the black pre-filter. Am I supposed to keep and clean the original pre-filter and re-apply it to the new filter?

Not sure what you are "supposed" to do, but since I don't throw away much I would have kept the pre-filter. Now I just thoroughly rinse my pre-filters and vacuum the filter until it is just too dirty to continue with it.
