Is the size 6 eu the same as a size 6 uk?

EU sizes are different ie UK size 6 in EU is 38/2/3 and US size 6 is UK 5.5 . All size are in UK sizes

My feet are size 10, should i go for the 9.5 or the 10.5. what do you think?
