You can put it next to the pan however if you put your nose up to it to smell it it’s really strong so I would keep that in mind. My cat is really curious so mine is above the litter pan and it works well.

Why would you use Lavender as a scent its toxic to animals????

Lavender is not toxic to cats. The essential oils are but not the plant & certainly not the smell.
