When should the vent be open and when should it be closed?

I keep the vent open if using the cover on a food item for a long timed item to prevent too much moisture and pressure under the cover. I close the vent if I want to increase moisture to food that may be slightly dried and I am microwaving for short time periods. But I learned that it the vent is closed for too long over food it can become too hot and too moist.

What are inside dimensions? It says "About 4.5" high by 11.5" diameter" ("about" concerns me) and I would like to cover a 11 3/8 inch plate

The inside dimension of this item is exactly 11". The exterior size is 11.25", not 11.5". This was a big deal to me because my dinner plates are exactly 11", and I figured this would cover them completely. Sadly, not so. Still--a really nice item, but not accurately sized in the description. Of course, the description uses "about" when it comes to dimensions, so I guess they have that covered. Ouch--sorry about that.
