I am a C-D cup and I found it to provide full coverage.

What kind of bra is this saggy, baggy thing?.

No it should not be baggy but it is geared for comfort as it is indeed a sleep and leisure bra and quite popular for nursing.

Does it open all the way or does it have to go over your head to get it on?

You can bring it around your body front to back, no need to bring over your head and was suppose to clasp in front. Velcro would not stay clasped. Could never wear.

Why is the model wearing a bra under this bra?

The “model” isn’t wearing this bra at all. They photo shopped the bra onto this model.
