No you do not need a pump to get the water out. The fill caps can be modified to put in a water spigot. You can empty and refill. I use these for bringing in water to my cabin off the grid.

What is the weight of each barrel when filled with water?

According to Google, the weight of water is 8.34 lbs per gallon. 15 gallons suggests about 125lbs worth of water. I am responding to this question remotely and do not have the weight of the drum at hand. Allowing 8-10 lbs for the drum would suggest that a full drum might weight upwards of 135lbs.
