You can either brush with it or swish it around!

It might...I don't have white spots but it is a re-mineralizing product and does whiten my teeth.

Q: does the bottle come with safety seal on outside, foil seal on inside?

I didn't see a safety seal on mine either. I was expecting a foil seal on the inside. The stuff seemed overly packed and smelled like perfume. I contacted Uncle Harry's via email and they indicated their powdered products do not have seals. I returned it, mainly because the smell. There is apparently an unscented one on their website, so perhaps the smell is normal.

Q: I have deep cavities that are making holes in my teeth from tarter build up I think would this help fix that?

No. We strongly suggest visiting a dentist if you have cavities. This product can support teeth health but it will not repair extensive damage.
