Q: could this be spread into the corner edge of an acrylic tank? reweld seam?

Probably not unless you press the seam back together. The two pieces you're gluing need to be in solid contact.

Q: Does anyone know why this product would not hold on a 3d printed pla plastic? it has good reviews but the three parts i glued easily pull apart.

Plastics are different from one another chemically. You must get a glue that is specifically made for the kind of plastic you are trying to bond. I don't know what pla plastic is, but you must get a glue that is for that material.

Q: After the adhesive drys, can you have contact with the skin?

Once it is dry it is a hard material, like the acrylic, so it won't get on your skin. You can touch it at that point with no ill effects. I have used it to hold together aquariums and the shrimp living in them were fine.

Q: How exactly do you apply this when welding 2mm thick acrylic edge to a perpendicular face? Seems too thick for capillary action. Thanks.

It has the consistency of maple syrup, I use an acid brush to apply it, painting one side of the piece you're going to attach. Don't use a plastic brush, don't get it on your fingers, and don't wipe the excess. Hold the piece in place for at least 10 minutes for it to set. Which is good if you have never plastic welded before. It will have 80% strength 24 hours later. Weld-On 4 sets in seconds and is like water, hard to use on a vertical face which is why Weld-On 16 is better for the novice and vertical face.
