Will this stick to a textured wall?

Most likely not, it needs a flat wall in order to stick. I had to use a blow dryer on mild setting for the air bubbles to come out

Will these stick on a car?

They may stick to a car's exterior initially, but I'm not sure how waterproof they are or if they can withstand sunlight and heat. I guess there are enough in the pack that you could easily replace them as needed.

Will they stick again once removed?

Yes but it won’t stick as good as the 1st time applying it.
