it is used to secure the blackout paper you put on windows. Tape alone won't cover

Does this tape have a matt or a shiny, reflective surface?

Somewhat shiny but not what I'd call glossy. similar to electrical tape, but it's thinner and stiffer so a little more crinkly.

does this work to block out light on smoke alarms?

That is what I used it for, and it worked. I put white electrical tape over it for aesthetic reasons.
