If I am 5'4 and weigh about 120 lb but I have a pretty good size butt, what size would I need without it being tight at all?

Most of the reviews say order 2 sizes up and that's probable right. I ordered 1 size up and should have ordered up another size. It depends on what you are using the skirt for. I need to be able to move freely and quickly and because it does not have a split in the back it fits snug for my use. I also will wear a top or jacket to cover my stomach and butt. So it really depends on how you want to wear it I have a stomach so I will never wear any skirt with a shirt inside of it. I did not return the skirt so its wearable just not as loose as I like for the occasion. I'm sorry I can't be of more help. I would at least go up 1 size.

How form fitting is this skirt? Does it hug around the hips a lot?

I have small hips in proportion to the rest of me and it is very snug around my hips.
